The National Government Administration Police Unit (NGAPU), a specialized unit launched to enhance grassroots security across Kenya, is now fully operational following the appointment of Charles Mutuma as its Commandant.
Inspector General of Police Douglas Kanja unveiled Mutuma during a formal ceremony on Monday, bringing clarity to the unit’s leadership structure amid ongoing questions about its accountability within the National Police Service.
Mutuma, now serving as Assistant Inspector General, will report directly to the Deputy Inspector General of the Administration Police Service (APS), reinforcing the unit’s autonomy and operational command.
Formed in February 2025, NGAPU is tasked with providing localized security services in collaboration with national government administrators, including chiefs and assistant chiefs.
Its broad mandate includes combating local gangs, enforcing national regulations, addressing illicit brews and narcotics, and leading efforts to curb sexual and gender-based violence (SGBV).
Inspector General Kanja described NGAPU’s formation as a “strategic move to bridge the policing gap at the community level,” highlighting its role in boosting public confidence through a more visible and responsive security presence.
Beyond crime prevention, NGAPU will be instrumental in conflict resolution, particularly in regions grappling with intercommunal clashes, land disputes, and resource-based tensions. The unit is also responsible for preserving crime scene exhibits and executing complex, high-risk operations alongside other security agencies.
Mutuma brings to the role a wealth of experience, holding two master’s degrees in security management and currently pursuing a PhD in Security Studies at Kenyatta University. His leadership is expected to inject structure and professionalism into the unit’s operations.
