The Senate Committee on County Public Investments and Special Funds, led by Vihiga Senator Godfrey Osotsi, has expressed satisfaction with the progress made by water agencies, recognizing significant improvements in water management at the county level.

Senator Osotsi specifically highlighted the achievements of the Coast Water Works Development Agency (CWWDA), which has made notable strides in addressing water shortages and collaborating with development partners to tackle sewerage issues in coastal towns.

The CWWDA has played a vital role in improving water management and governance, yet Osotsi emphasized that there is still room for further enhancement across the country to ensure agencies stick to their workplans and continue making progress.

One of the agency’s key successes was the completion of the Sh 4 billion Baricho-Kakuyuni Water Supply project, which has brought an end to water rationing in the municipalities of Malindi and Watamu.

However, Senator Osotsi stressed the importance of strengthening the partnership between county governments and water agencies.

Last year, the committee held a stakeholder meeting to review ongoing projects, as well as the liabilities transferred to county water utilities.

The discussions also focused on the design of projects on behalf of county utilities, with concerns raised about asset ownership—particularly treatment plants and vehicles—and the retention of ownership documents by water agencies, which could lead to potential misrepresentation of financial statements.
