Nairobi County Assembly Approves Sh1.26 Billion to Settle Pending Bills

The Nairobi City County Assembly has sanctioned Sh1.26 billion in the 2014/25 Approved Supplementary Budget to settle outstanding debts owed to contractors and suppliers.

This allocation is aimed at easing the financial strain on suppliers and contractors who are waiting for payments.

Nairobi County’s pending bills have reached a substantial Sh121.06 billion according to the Controller of Budget.

Chairman of the Finance, Budget, and Appropriations Committee, Wilfred Oluoch Odalo, emphasized the importance of this additional funding in resolving the county’s supply chain issues, which depend heavily on timely payments.

Of the approved supplementary budget, Sh513 million will be allocated to clearing pending bills at the County Assembly. Odalo also urged the county executive to prioritize payments for suppliers who have already completed their work.

The revised budget now stands at Sh44.47 billion, up from the initial Sh43.546 billion. Recurrent expenditure has risen by Sh3.09 billion to Sh32.39 billion, while development expenditure has been reduced by Sh2.18 billion, from Sh14.3 billion to Sh12.077 billion.

The revised development budget now falls short of the 30% threshold required by the Public Finance Management (PFM) Act of 2012.

Key allocations in the supplementary budget include Sh150 million for emergency and disaster management, Sh400 million for the school feeding program, Sh604 million for solid waste management, and Sh300 million for the purchase of health commodities.

Additionally, the budget committee has reinstated Sh200 million for the Ward Development Fund, which had initially been cut in the proposed estimates.
