EPRA

The Energy and Petroleum Regulatory Authority (EPRA) has started the search for a new Director General, four months after Daniel Kiptoo Bargoria left the position.

EPRA announced the vacancy on Tuesday, August 18, inviting qualified Kenyans to apply for the top position at the energy regulator.

The authority is looking for a candidate with senior management experience and a background in areas relevant to the energy sector.

“The Authority is seeking to recruit suitably qualified, experienced, result-orientated, and highly motivated Kenyans to fill the following vacant position: Director General,” EPRA said in the notice.

The recruitment comes after Kiptoo resigned from EPRA in April amid controversy surrounding the importation of fuel worth more than Ksh4 billion.

Kiptoo left the authority at a time when questions had been raised over the quality of the fuel cargo and how it was procured.

His departure came alongside that of former Petroleum Principal Secretary Mohamed Liban and former Kenya Pipeline Company Managing Director Joe Sang.

The three officials were linked to investigations into alleged manipulation of fuel stock data that was reportedly used to support the procurement of an emergency fuel cargo outside Kenya’s Government-to-Government supply arrangement.

Following Kiptoo’s exit, EPRA appointed Joseph Oketch, who had been serving as the head of the Electricity and Renewable Energy Directorate, as acting Director General.

Oketch has been overseeing the authority as the search for a permanent holder of the position gets underway.

According to the new vacancy notice, applicants must have a bachelor’s degree in fields such as engineering, physical sciences, law, finance, economics, environmental studies or energy.

Candidates are also required to have at least seven years of senior management experience, including a minimum of two years in the petroleum and energy sector.

They must also hold relevant professional qualifications and be members of a recognised professional body in good standing.

The successful candidate will be responsible for providing strategic leadership at EPRA and overseeing the regulation of key areas of the energy sector.

These include electricity, petroleum, oil operations and renewable energy.

The Director General will also be expected to strengthen governance, internal controls and regulatory oversight at the authority.

Interested applicants have until 5pm on September 9, 2026, to submit their applications.

The successful candidate will serve a three-year contract, which may be renewed once based on performance.
