The National Assembly Committee on Appointments has explained why it rejected the nomination of Stella Soi Lang’at as Gender Culture, Arts and Heritage Cabinet secretary.
In a report tabled in parliament on Wednesday, August 7, by Majority Leader Kimani Ichung’wah, all Cabinet secretary nominees were approved save for Soi.
In the report, exclusively seen by TUKIO.co.ke, the committee said that Soi did not exhibit adequate knowledge on the docket she had been nominated.
"The nominee failed to demonstrate adequate knowledge of topical, administrative and technical issues touching on the Ministry of Gender, Culture, The Arts and Heritage to which she has been nominated," read the report in part.
Ichung’wah also pointed out that the nominee’s experience in the public service is marked by frequent job transitions in various roles. As a result, he said she has not become grounded in any specific leadership role in the public service.
The committee also said Soi was unable to respond in a satisfactory manner to the queries raised during the approval hearing relating to Gender, Heritage and Culture.
"The ministry is strategically important and is tasked with overseeing critical national policies and services. The ministry requires leadership with a strong strategic vision, cultural sensitivity, and a deep understanding of policy management," the report further read.
Ichung’wah further said Soi failed to exhibit effective communication, innovation, and commitment to promoting cultural heritage and gender equality as required by the docket she was nominated to.
