Nairobi City County Assembly Speaker Ken Ngondi has commended Members of the County Assembly (MCAs) for their commitment and diligence in passing key legislation in 2025.

The speaker has singled out critical bills and motions passed,which aimed at strengthening governance, improving service delivery and addressing critical urban challenges.

Speaking at the Assembly, Speaker Ngondi praised MCAs for working across party lines to advance bills that touch on urban planning, environmental sustainability, healthcare, education, public safety and fiscal management, noting that the legislative milestones reflect a maturing devolved governance system.

Among the significant pieces of legislation passed during the year is the Nairobi City County Regularization of Unauthorized Developments Bill, 2025, sponsored by Kitusuru MCA Alvin Palapala.It seeks to address the long-standing problem of unapproved developments and improve compliance with planning and safety standards across the capital.

Speaker Ngondi also highlighted the Assembly’s focus on sustainability through the passage of the Nairobi City County Clean, Renewable and Sustainable Energy Bill, 2025, sponsored by Jeremiah Karani Themendu of Utawala ward.The bill is a critical step towards reducing Nairobi’s carbon footprint and promoting clean energy adoption.

On matters of county finances, the Speaker acknowledged the leadership of Mabatini’s Wilfred Oluoch Odalo, who sponsored the Nairobi City County Finance Bill, 2025, the Appropriation Bill, 2025, and the Supplementary Appropriation Bill No. 2, 2025, which collectively provide the legal framework for revenue generation and expenditure management.

Health and social services also featured prominently, with the Nairobi City County Health Services Bill, 2025, sponsored by Kilimani MCAMoses Ogeto who is also the Majority Whip.The bill focuses on strengthening healthcare systems and improving access to quality services for residents.

Speaker Ngondi further noted progress in the education sector following the passage of the Nairobi City County Early Childhood Development and Education Bill, 2023, sponsored by nominated MCA Perpetua Mponjiwa, MCA.The bills aims at improving the management and quality of early childhood education centres.

Environmental protection and security were addressed through a series of bills sponsored by Nairobi South B’s Waithera Chege.These includes the Climate Change Bill, Air Quality Bill, and Violent Extremism Bill, which Speaker Ngondi said demonstrates the Assembly’s proactive approach to safeguarding public health, environmental resilience and community safety.

The Speaker credited the successful passage of the bills to strong leadership from the Assembly, effective committee work, and constructive engagement among MCAs, reaffirming his commitment to upholding order, fairness and inclusivity in legislative proceedings.

“As we conclude 2025, I commend Members for their dedication to the people of Nairobi. These laws will shape the future of our city and strengthen devolution,” Speaker Ngondi said.

He urged the county executive to swiftly operationalise the enacted laws to ensure residents fully benefit from the Assembly’s legislative work.
