Kenya has taken a significant stride toward modernizing its healthcare system with the introduction of the Digital Health Regulations 2025, signaling a strong commitment to digital health transformation.

In a landmark meeting today at a hotel in Kiambu, Health Cabinet Secretary Hon. Aden Duale, EGH, led critical discussions with the National Assembly Committee on Delegated Legislation, chaired by Hon. Samuel Chepkonga, MP for Ainabkoi.

Currently at the prepublication stage, the proposed regulations aim to establish a comprehensive framework for the delivery of digital health services across the country.

Key elements include patient registration, electronic health record tracking, and the streamlining of healthcare processes to improve efficiency and accessibility.

“These regulations are not just about digitization—they’re about revolutionizing how healthcare is delivered to every Kenyan,” said Hon. Duale. “We are laying the groundwork for a system that is accessible, affordable, and reliable, while actively combating fraud and eliminating unqualified medical practitioners from the sector.”

The Digital Health Regulations are aligned with Kenya’s long-term development goals, including Vision 2030 and the Bottom-Up Economic Transformation Agenda (BETA), where healthcare plays a central role.

The regulations are expected to improve health outcomes by leveraging technology to enhance service delivery, data accuracy, and decision-making.

Among those present at the high-level meeting were Medical Services Principal Secretary Mr. Harry Kimtai, Acting CEO of the Digital Health Agency (DHA) Mr. Anthony Lenaiyara, Senior Counsel Ms. Edith Torome, and other senior officials from the Ministry of Health. Their participation underscored the cross-sectoral support for the proposed legal framework.

As Kenya prepares to roll out these groundbreaking regulations, stakeholders across the healthcare sector are optimistic that this move will mark the beginning of a new era in health service provision—one driven by innovation, accountability, and patient-centered care.

The regulations are expected to be tabled for further review and adoption in the coming months.
