The High Court in Nakuru has intervened to stop a Sh2.1 billion roadworks contract between Nakuru County Government and the National Youth Service (NYS) that was mired in controversies relating to procurement and public participation.
Justice Julius Nangea agreed that the matter was urgent after hearing a petition by Paul Muchiri and Kepha Omuyoma. They alleged that the deal was concluded without following proper procurement procedures and without enough public participation as required by the Constitution.
In their petition, they sought an injunction to prevent the county and NYS from implementing the agreement that was signed on November 7, 2025. They also requested the court to prohibit the county from approving or releasing any payments to NYS until the case is fully heard and determined.
In his decision, Justice Nangea allowed the conservatory orders which thus put a stop to the execution of the multi-billion-shilling transaction until the court will be hearing the case on January 19, 2026.
The court instructed the Nakuru County Government and the National Youth Service to submit their replies within seven days. All parties were also directed to file and exchange their pleadings within 21 days.
The decision is a temporary injunction that suspends the implementation of a significant infrastructural project in the county as the court evaluates the legality and transparency of the deal.
