A public land parcel belonging to Nairobi City County Government in Muoroto area near Country Bus Station is at the center of a syndicate involving speculators with intention to acquire the property illegally.
The land parcel adjacent to Muoroto county offices has already been fenced off using corrugated iron sheets in unclear circumstances.
It is believed a secret plot has been hatched by alleged grabbers acting in cahoots with officials in the planning department at City Hall, a senior aide to Nairobi governor Johnson Sakaja and a senior officer in the county security apparatus, to dispose off the public utility under the guise of developing a market.
According to sources at City Hall, a notion has been given to the staff in the County Planning department that plans were underway to put up a market funded by the World Bank under the public private partnership arrangements.
At the same time, staff in the planning department have been given firm instructions not to disclose any information regarding the planned development.
The matter has also not been made public as would be required of a county public private partnership development. No documents pertaining to the said development, including approved construction plans have been made available.
They could only be in “safe hands” of senior officials involved in the planned market project.
Accordingly, the entire process is being handled discreetly by senior officials in the planning department, while the site is under the close watch of City Inspectorate askaris under express instructions from the acting Chief Officer.
A source at City Hall Annexe told Tukio that documents involving the alleged public private partnership project have not been processed through formal channels in the relevant department as would be the case.
”All we have heard is that the county government intends to build a market in Muoroto funded by the World Bank. We are also told it is a public private partnership arrangement but we have not seen the documents”, said the source.
Another source intimated that huge metallic containers painted the county government colours, that are intended for the project were in a store in industrial area awaiting delivery to the site once all plans were in place.
