Council of Governors

The Council of Governors has warned it may boycott sessions of the Senate’s County Public Accounts Committee (CPAC), accusing some lawmakers of intimidation and harassment. The standoff intensified after a warrant of arrest was issued against Nairobi governor Johnson Sakaja, a move CoG chair Ahmed Abdullahi described as excessive and unjustified. He urged police to avoid being drawn into political disputes and called for the withdrawal of coercive actions against governors.

Abdullahi argued that targeting individual governors while complaints against certain senators remain unresolved weakens oversight processes. He said governors have continued appearing before CPAC despite raising concerns over mistreatment, and questioned the fairness of ongoing proceedings. The council indicated it would prioritise engagements with other Senate committees unless the issues surrounding CPAC are addressed.

CoG vice chair and Tharaka Nithi governor Muthomi Njuki criticised the committee’s approach, including attempts to handle multiple governors in a single sitting. He claimed the tensions are driven by a handful of senators and insisted governors would only cooperate if those members are removed from the committee. Among CPAC members are Otieno Kajwang’, Edwin Sifuna, Samson Cherargei, Godfrey Osotsi, and Richard Onyonka.
