Kiharu Member of Parliament Ndindi Nyoro has warned that the government may be forced to look for alternative sources of funding for Senior Secondary School education if it clears a Sh22.5 billion debt accrued in 2025 using the current capitation disbursement.
Nyoro noted that only Sh26 billion has been released for capitation this year, and settling the outstanding debt would leave just Sh3.5 billion to be shared among learners nationwide. He argued that this amount would be grossly inadequate to support learning and ensure smooth transition and retention of students in senior secondary schools.
The legislator cautioned that the government would be “robbing Peter to pay Paul” if it reallocates the limited funds to clear past obligations at the expense of current learners. According to Nyoro, under such a scenario, senior secondary school learners would be entitled to only Sh109 per learner for the first term.
He called on the government to urgently review its education financing model to avoid disrupting learning and placing additional strain on schools and parents.
