The government has created a new police unit to help strengthen security and support government operations at the grassroots level. The new police unit, known as the National Government Administration Police Unit (NGAPU), will operate under the umbrella of the National Police Service.
This new police unit was announced by Inspector General of Police Douglas Kanja through a legal notice dated December 24, 2025. According to the legal notice, the new police unit will operate in close cooperation with national government administrative officers such as chiefs and assistant chiefs in the execution of their duties.
This will help improve security and law enforcement at the grassroots level. The new police officers will be responsible for safeguarding government officers, supporting administrative activities, enforcing government laws, and resolving conflicts that arise in communities.
They will also be responsible for providing security during public meetings, government functions, and other lawful activities. The new police officers will be able to arrest suspects, secure the scene, and preserve evidence before handing over cases to police stations.
The unit will also work with other security agencies whenever there is a need to do so, especially in cases that demand joint effort.
Under this new system, NGAPU will be commanded by a commandant, who will be under the supervision of the Deputy Inspector General of the Administration Police Service. The unit will be structured from regional to county, sub-county, ward, and division levels to ensure it gets closer to the people it serves.
Regional officers will be under regional commanders of the Administration Police Service, while county officers will be under County Administration Service commanders. Similarly, sub-county, ward, and division officers will be under sub-county police commanders.
The government announced that NGAPU officers will work within the law and under the same career path as other police officers in the National Police Service. The officers will also be entitled to allowances, which will be approved by the National Police Service Commission.
Police stations have also been asked to assist NGAPU officers whenever they effect arrests or need support during their line of duty.
This is aimed at enhancing security at the grassroots level while at the same time enhancing coordination between government administrators and police.
