Cabinet Secretary for Public Service, Human Capital Development and Special Programmes, Geoffrey Ruku, has assured residents of Loiyangalani in Marsabit County that the government will relocate Elmolo Bay Primary School, which faces submersion due to rising waters of Lake Turkana.

Speaking during the Huduma Smart – Serikalini outreach programme in Laisamis Constituency, Ruku said the government is prioritising education and safety in marginalised areas, especially where climate change has disrupted livelihoods.

“This school is more than just a learning centre; it represents the future of this community. Relocating it is about ensuring children are safe and guaranteeing they continue with their studies without fear,” said Ruku.

The CS explained that a geological tremor in 2018 triggered a rise in Rift Valley lakes’ water levels, swallowing parts of nearby villages and now threatening local schools. He pledged government support, in partnership with local leaders and civil society organisations, to secure a safer learning environment for affected pupils.

The outreach programme, anchored in Executive Order No. 1 of 2025, focuses on strengthening food security, climate resilience, and social protection in arid and semi-arid counties. Ruku emphasised that long-term interventions in education, health, and economic empowerment were central to the government’s human capital development agenda.

“We are building resilience by investing in people. When children have access to education, when families have access to health and economic opportunities, communities can withstand climate shocks and move forward,” he added.
