National Assembly Speaker Moses Wetangula has said Kenya’s technological and investment landscape has received a major boost following the assent by William Ruto to three key Bills aimed at accelerating innovation, industrial growth, and investor confidence.
Wetang’ula said the newly signed laws — the Income Tax (Amendment) Bill, 2026, the Special Economic Zones (Amendment) Bill, 2026, and the Technopolis Bill, 2024 — would strengthen Kenya’s position as a competitive regional hub for enterprise, digital transformation, and sustainable economic development.
He noted that the Income Tax (Amendment) Bill, 2026 seeks to streamline tax administration while aligning Kenya’s fiscal framework with international best practices in a move expected to improve efficiency, transparency, and investor confidence.
“The advancement of Kenya’s technological and investment landscape has gained significant momentum following the assent by H.E. President William Ruto to three landmark National Assembly Bills: the Income Tax (Amendment) Bill, 2026; the Special Economic Zones (Amendment) Bill, 2026; and the Technopolis Bill, 2024,’he said.
He added that the Special Economic Zones (Amendment) Bill, 2026 will facilitate the integration of petroleum and energy operations within Special Economic Zones, further positioning Kenya as a strategic destination for industrial growth and energy investment in the region.
According to Wetang’ula, the Technopolis Bill, 2024 establishes a comprehensive legal and institutional framework for the establishment, development, and management of technopolises under the Technopolis Development Authority.
He said the legislation lays a strong foundation for innovation-driven growth, expansion of the knowledge economy, and digital transformation across the country.
Wetang’ula further stated that the three legislative measures collectively demonstrate the government’s commitment to fostering a robust investment climate, accelerating industrialization, and positioning Kenya as a leading centre for innovation and enterprise in Africa.
