The tribunal investigating the comportment of Justice Mohammed Noor Kullow has dismissed all allegations of gross misconduct against him.
Kullow, an Environment and Land Court Judge, was suspended by President William Ruto in March 2024 following a recommendation by the Judicial Service Commission (JSC).
JSC head Chief Justice Martha Koome submitted to President Ruto four petitions seeking Kullow’s removal on grounds of incompetence, gross misconduct, violation of the Constitution, and breach of the Judicial Service (Code of Conduct and Ethics) Regulations, 2020.
President Ruto, in turn, suspended the judge and appointed a tribunal to probe his conduct and submit a report outlining its recommendations.
In its report dated February 2025, submitted to President Ruto and seen by TUKIO.co.ke, the tribunal chaired by Justice Patrick Omwenga cleared Kullow of any wrongdoing.
It recommended his reinstatement as the judge of the Environment and Land Court.
