Senate Speaker Amason Jeffah Kingi has called on all Kenyans to unite in strengthening and safeguarding devolution, saying the success of the system depends on the collective commitment of national and county leaders as well as citizens.

Speaking in Busia County during a meeting with the County Executive led by Governor Dr. Paul Otuoma, the Speaker underscored that devolution has already begun transforming lives across the country, but warned that its progress must not be taken for granted.

“All stakeholders in Kenya must fully commit to the cause of devolution if it is to succeed,” said Kingi. “The true fruits of devolution can only be realised if every Kenyan actively participates in its full implementation.”

The Speaker made the remarks on the second day of the Senate Mashinani sessions, which are being held in Busia to bring the legislative arm of the Senate closer to the people.

Kingi reaffirmed that the Senate remains steadfast in its constitutional duty to protect and nurture devolution. He clarified that when county governors are invited before Senate committees, it is not an act of hostility but a mechanism to ensure accountability and transparency in the use of public funds.

“The Senate is committed to protect devolution fully, and I want to assure you that there is no enmity between the Senate and Governors,” said Kingi. “When the Senate invites Governors, it seeks clarifications, not confrontation.”

He further stressed that Senators play a vital role in ensuring that resources allocated to counties are used effectively and transparently, reminding county leaders that public funds must always be spent for the benefit of citizens.

Kingi also urged governors to adhere to the Senate’s recommendations contained in committee reports, noting that such reports are not mere formalities but key instruments for strengthening governance and improving service delivery.

The Speaker expressed concern over ongoing disputes between county executives and assemblies in some regions, saying that such wrangles undermine the objectives of devolution.

“Our success is measured by the success of counties. We do not celebrate when there are wrangles between county executives and county assemblies,” he said.

Turning to the host county, Speaker Kingi encouraged Busia County leaders to propose legislative interventions that could unlock the region’s potential and accelerate socio-economic development. He also invited residents to attend the Senate Mashinani sessions in large numbers to witness firsthand how the Senate exercises its oversight role.

“I appeal to Busia residents to come over and witness how their Governor will be making a submission to the Senate on how the county has been expending their money,” he added.

On his part, Governor Paul Otuoma welcomed the Senate’s decision to hold the Mashinani sessions in Busia, saying the event provides a unique platform for citizens to engage with national leaders and understand the workings of devolution.

“We are honoured to host this year’s Senate Mashinani. This platform allows our people to learn more about the Senate’s oversight role and to participate directly in shaping devolution,” said Otuoma.
