Cabinet Secretary for Public Service, Human Capital Development and Special Programmes, Geoffrey Ruku, has been recognized as the top Cabinet Secretary in the Kenya Track Survey 2026 with a 79 percent approval rating during a national evaluation of government performance.

The survey commends Ruku for distancing himself from his Cabinet colleagues by leading the expansion of food distribution programmes and the enhancement of drought relief measures to vulnerable areas of the country.

His period in office, as per the survey report, has been characterized by quick and well, coordinated humanitarian assistance, particularly in the arid and semi, arid counties that have experienced prolonged drought.

The ministry under his leadership has upgraded its emergency response capabilities to a level where relief supplies can be sent out more quickly and there is better coordination with county governments and development partners.

Moreover, the survey mentions that the ministry has established itself as a primary responder in the face of national emergencies, which has boosted the publics trust in government, led interventions.

The Principal Secretary Jane Kere Imbunya was pleased with the result of the survey and she saw it as an evidence of the ministrys shared devotion to service delivery.

“This acknowledgment is a clear indication of the efforts of our staff who are spread all over the country and working hard to make sure that no Kenyan is left out, especially when it comes to times of difficulties. ” She said


The Kenya Track Survey 2026 conducted a public call perception of Cabinet Secretaries on service delivery, responsiveness to emerging challenges and the impact of flagship programmes.

Ruku’s very good performance is a testimony to the increased focus on humanitarian support, social protection and efficient public service delivery which are the main pillars of the government’s development agenda.
