The Ministry of Defence (MOD) has concluded a four-day public participation exercise in Kenya’s Western Command, aimed at gathering feedback on the draft Defence Civilian Staff Policy (DCSP).

Led by MOD Secretary for Administration Mr. Isaac Masinde, the technical team held townhall meetings in Gilgil, Lanet, and Eldoret, engaging Kenya Defence Forces (KDF) officers and civilian staff. The sessions focused on refining the draft policy, which seeks to improve the effectiveness of civilian personnel in supporting MOD’s constitutional mandate.

Participants provided recommendations to bridge administrative and operational gaps. The meetings also addressed broader human resource concerns raised by staff across the visited regions.

The DCSP, in development since 2021, has undergone local and international benchmarking and will now be updated with insights from the Western Command sessions before being submitted to the Defence Council, Public Service Commission, and National Security Council.
