The Ministry of Health has appointed an advisory panel to advice on the Social Health Insurance benefits and tariffs.
Under a Gazette Notice issued on April 23,2025, the Cabinet Secretary for Health Aden Duale announced the establishment of The Benefits Package and Tariffs Advisory Panel.
The panel will provide strategic guidance to the Cabinet Secretary for Health and the Social Health Authority.
It will focus on designing an equitable and sustainable healthcare benefits package for Kenyans under the universal healthcare coverage framework.

The Advisory Panel will be chaired by Prof. Walter Jaoko.
Other members of the panel include Patrick Amoth, Nehemiah Odera, Margaret Macharia, Dr. Hajara El Busaidy, Robert Rapando, Dr. Gabriel Muswali, Dr. Mary Kigasia Amuyunzu-Nyamongo, Dr. Walter Oyamo Obita, Dr. Valeria Makory, Stephen Kaboro.
The Joint Secretariat includes Francis Motiri, Dr. Christine Wambugu, Dr. Tabitha Okech, Dr. Patricia Nyokabi, Dr. Abdiaziz Abdikadir Ahmed.
The secretariat, led by Francis Motori, will support the panel’s research, coordination and reporting functions.
The panel members will serve for a three-year term and are expected to play a critical role in shaping the implementation of Kenya’s Social Health Insurance Act, 2023.
