Mzalendo Trust Executive Director Caroline Gaita highlighted that, unlike Parliament, county assemblies lack strong legal and financial support.
Baringo Speaker Vincent Kemboi noted financial independence issues, with executives delaying funds to obstruct oversight.
The report calls for capacity-building to strengthen oversight and uphold devolution. Mzalendo Trust plans to work with stakeholders to address these challenges.
