Kenya Signs Labour Mobility Deal with Canadian Firm to Expand Jobs for Skilled Workers

The Government of Kenya has signed a Memorandum of Understanding (MoU) with Canadian firm Athari Global Workforce Solutions (AGWS) to strengthen labour mobility opportunities for Kenyans seeking employment in Canada.

The agreement was signed by State Department for Diaspora Affairs Principal Secretary Roseline Njogu and AGWS Founder and Chief Executive Officer Deepak Soni, building on a Letter of Intent signed in February 2026.

The partnership formalises a training-to-employment pipeline that has already facilitated the placement of 46 Kenyan workers in accredited Canadian care facilities.

Speaking during the signing, PS Roseline Njogu said the partnership demonstrates Kenya’s commitment to creating safe and structured pathways for Kenyans seeking employment opportunities abroad.

“The partnership provides a structured pathway for skills development and employment while ensuring that Kenyan workers access safe, orderly and skills-based labour mobility opportunities.”

The initiative is being implemented under the Government’s MuuguziMajuu Programme, which seeks to connect qualified Kenyan workers with employment opportunities in international markets while promoting responsible recruitment and protection of migrant workers.

Njogu said the Government would continue working with credible international partners to expand opportunities for Kenyan professionals while ensuring that those recruited for overseas employment are adequately prepared.

“We are committed to expanding opportunities for our skilled workforce while safeguarding the interests and welfare of Kenyans who take up employment abroad,” she said.

AGWS CEO Deepak Soni said the company was committed to strengthening the pathway between Kenyan talent and Canada’s growing demand for skilled workers, particularly in the care sector.

The MoU is expected to deepen cooperation in skills development, training, recruitment and placement, giving more Kenyans an opportunity to access employment in Canada’s care facilities.

The Government has increasingly identified labour mobility as an important avenue for addressing unemployment, enhancing skills and increasing opportunities for Kenyan workers in international labour markets.

The latest agreement is therefore expected to provide more Kenyan professionals with a regulated route to overseas employment while strengthening Kenya’s partnership with Canadian employers.
