National Assembly Majority Leader Kimani Ichung’wah has called on Members of Parliament to reject the Senate’s amendments to the Division of Revenue Bill, 2025, which propose an increase of Ksh65 billion in allocations to county governments.
Speaking during debate in the National Assembly, Ichung’wah noted that the original Bill passed by the House had allocated Ksh405 billion to counties. However, the Senate raised this figure to Ksh470 billion, a move he termed fiscally unsustainable.
“This Division of Revenue Bill approved by the House had about Ksh405 billion, and the Senate amended that to about Ksh470 billion. That is an increase of about Ksh65 billion above what is agreed. Bearing in mind the fiscal space of the country, it may not be practical to increase,” Ichung’wah said.
He added that, in light of the country’s economic constraints, it was only fair to reject the Senate’s proposal and proceed to early mediation.
“I therefore urge this House to reject in totality this proposal by the Senate,” he said.
The call sets the stage for mediation between the National Assembly and the Senate, as the two chambers seek consensus on the revenue sharing framework for the 2025/2026 financial year.
