Public Service Cabinet Secretary Geoffrey Ruku has reaffirmed the Government’s commitment to proactive disaster preparedness and response following the recent fire tragedy in Mukungu Village, Kibra, that left over 300 households homeless and destroyed property worth millions of shillings.

CS Ruku, who visited the area on Friday Thursday to assess the damage, returned on Friday to lead a relief distribution exercise at the Kibra Deputy County Commissioner’s office. The government provided food items, beddings, and dignity packs to the affected families.

Addressing residents, the CS emphasized that the Government, under President William Ruto’s leadership, is determined to ensure that no Kenyan is left behind during times of crisis.

He highlighted the implementation of Executive Order No. 1 of 2025, which outlines a coordinated national strategy for disaster management. He said the Executive Order is not just a policy but a clear commitment from the President to safeguard lives and livelihoods.

As part of long-term solutions, CS Ruku noted that affordable housing projects are being rolled out in informal settlements including Kibra, Mukuru kwa Njenga, Mukuru kwa Reuben, and Korogocho, to enhance safety and reduce disaster vulnerability.

The Executive Order gives a dual mandate to the Ministry through two state departments: Special Programmes, and Public Service and Human Capital Development. The Special Programmes Department is tasked with disaster coordination, food aid distribution, strategic food reserve management, emergency communication, evacuation systems, and community rebuilding.

The Public Service and Human Capital Department is responsible for overseeing public service reforms, managing Huduma Centres, the NYS, Kenya School of Government, and administering welfare programs including the civil servants’ group life insurance.

CS Ruku underscored the importance of a responsive and trained public service in disaster response and pledged continued collaboration with Nairobi County, NGAOs, and national agencies to ensure timely and coordinated interventions.“This is about protecting lives, restoring dignity, and building resilience,” he said.
