Dr. Jane Kere Imbunya has officially taken over as the Principal Secretary (PS) for the State Department for Public Service and Human Capital Development, succeeding Amos Gathecha, who has been appointed Deputy Head of Public Service.

The handover ceremony took place at Harambee House and was attended by senior ministry officials and heads of semi-autonomous government agencies.

Dr. Imbunya, a distinguished academic and former Dean at Kaimosi Friends University, pledged to usher in a new era of innovation, inclusivity, and mental wellness within the public sector.

In her inaugural speech, she emphasized the importance of “co-created solutions” and a people-first approach to service delivery.

“We must build systems that prioritize the welfare of the people we serve. Together, we will craft solutions that reflect our shared values and aspirations,” she stated.

Outgoing PS Amos Gathecha used the occasion to highlight key achievements during his tenure, including the rollout of the Human Resource Information System (HRIS) and reforms at the National Youth Service (NYS) aimed at strengthening performance-based governance and enhancing institutional self-reliance.

The leadership transition is seen as a strategic move to reinforce public service efficiency, strengthen staff welfare, and deepen accountability across government operations.

Dr. Imbunya’s appointment is expected to catalyze a fresh drive for excellence and professionalism in public administration as Kenya navigates ongoing reforms in the civil service.
