Principal Secretary for Defence Patrick Mariru has launched the National Security Sector Working Group to spearhead preparations for the FY2027/28 Budget and the Medium-Term Budget, marking the beginning of a key planning process for Kenya’s security sector.
Addressing the participants at the ceremony, Mariru said the budgeting procedure should also be the basis for making decisions on prioritization and allocation of resources across all agencies of the security sector, in line with the Government’s priorities, Kenya Vision 2030, the Fourth Medium, Term Plan, and the Bottom, Up Economic Transformation Agenda (BETA).
He directed the Working Group to use a zero-based budgeting approch, emphasizing that every programme and project must be fully justified, appropriately costed and aligned with the sector’s strategic priorities before funding is approved.
According to Mariru, the team is expected to prepare budgetary proposals that are practical, outcome, focused, and deal with the country, region and global changing security contexts; at the same time, they’ll make sure not using taxpayers’ money in a wasteful way.
The PS further pledged the ministry’s commitment to an efficient, open, and answerable budgeting system, which fortifies the institutions responsible for national security while contributing to the government’s developmental plan.
“Through the collective efforts of all stakeholders, I am confident that the Sector will develop a credible, sustainable and responsive budget that enhances service delivery while safeguarding the nation’s security and prosperity.” said Mariru
