Treasury Cabinet Secretary John Mbadi plans to bring Controller of Budget Margaret Nyakang’o on board to approve withdrawals from funds collected through the eCitizen platform, in a bid to curb misuse.
Speaking through a senior official on April 18, Mbadi said this move would strengthen accountability despite existing reforms like the single paybill system.
Treasury’s Director-General of Accounting Services, Bernard Ndung’u, noted that real-time oversight is needed, as current systems allow public entities to manage Appropriations-in-Aid (AIA) funds with minimal checks.
Entities will be required to justify withdrawals and align spending with approved budgets. Since 2023, eCitizen has processed over 120,000 daily transactions, collecting Ksh100.8 billion in the year ending June 2024.
