Court Fines Nairobi Water Staff KSh8.5 Million Over Forged Academic Papers

The Milimani Anti-Corruption Court has imposed a fine of KSh 8.5 million on Felix Ojwang Balamu, an employee of the Nairobi City Water and Sewerage Company (NCWSC), after finding him guilty of using a forged KCSE certificate to obtain employment.

According to investigations by the Ethics and Anti-Corruption Commission (EACC), Balamu used a falsified academic certificate, purporting it to be authentic and issued by the Kenya National Examinations Council (KNEC), to secure his job in 2011.

He was convicted on several charges, including: fraudulent acquisition of public property valued at KSh 8.24 million, deceiving a principal n presenting a forged document.

In a judgment delivered on October 10, 2025, Hon. Selesa Okore ordered Balamu to pay fines amounting to KSh 8,543,562, equivalent to the total salary he unlawfully earned, failing which he will serve four years in prison.

The ruling underscores the EACC’s commitment to safeguarding public funds and promoting integrity within the public service.
