Auditor General’s Office Employee Arraigned for Forged KCSE Certificate

The Ethics and Anti-Corruption Commission (EACC) has arraigned Dorothy Jepkoech Kiptoo, an employee of the Office of the Auditor General, over allegations of using a forged academic certificate to fraudulently secure public employment.

Investigations revealed that Kiptoo allegedly forged a Kenya Certificate of Secondary Education (KCSE) certificate, falsely presenting it as an authentic document issued by the Kenya National Examinations Council (KNEC).

She is accused of using the forged certificate to gain employment at the Auditor General’s office.

Following the probe, EACC submitted the case file to the Office of the Director of Public Prosecutions (ODPP), which reviewed and approved multiple charges against her.

These include the fraudulent acquisition of public funds totaling KSh 8,698,662.91—salaries unlawfully paid to her by the Office of the Auditor General—as well as forgery and uttering a false document.

Kiptoo was booked at the Integrity Centre Police Station before being presented at the Milimani Anti-Corruption Court, where she pleaded not guilty. The court released her on a cash bail of KSh 100,000 or an alternative bond of KSh 500,000.

The EACC has reiterated its commitment to fighting fraud and upholding integrity within the public service.
