Detectives from the Directorate of Criminal Investigations (DCI) have arrested Abraham Kimeli, a notorious fraudster who impersonated the personal assistant to the Head of Public Service to con a job seeker out of Ksh. 130,000.

The elaborate scam began in February 2024, when a woman working in Lebanon connected with a TikTok user going by the name “City Tycoon.” Hoping to avoid returning to Lebanon after her contract ended, she reached out to him for help in securing a permanent job in Kenya.

What followed was a carefully crafted web of deceit. With confidence and charisma, Kimeli convinced the woman that he held a powerful position in government circles.

He shared his phone number and presented a convincing narrative, complete with what appeared to be an official job offer letter from the Public Service Commission.

Gaining her trust, the fraudster began requesting “facilitation fees.” Desperate and hopeful, the woman enlisted her employer’s help to send the money via Western Union—eventually parting with a total of Ksh. 130,000. The promised job, however, never materialized.

Following a thorough forensic investigation, DCI detectives tracked down Kimeli and placed him under arrest. He is currently in custody, awaiting prosecution for his fraudulent activities.
