Treasury Cabinet Secretary John Mbadi is today set to present the 2025/26 national budget, with President William Ruto’s government projecting a record Ksh.4.2 trillion in spending.

In his first budget speech under the Kenya Kwanza administration, Mbadi is expected to outline revenue-raising measures targeting Ksh.2.7 trillion in tax collections about 64% of total funding needs.

The Treasury also hopes to raise Ksh.560 billion through levies and service fees, pushing total domestic revenue to Ksh.3.3 trillion. However, this still leaves a Ksh.900 billion shortfall.

Kenya expects Ksh.46.9 billion in grants and plans to borrow the remaining Ksh.876 billion Ksh.592 billion locally and Ksh.284 billion from external sources.

Mbadi’s speech is expected to outline the government’s fiscal path as it grapples with debt, development needs, and growing public scrutiny.
