The Teachers Service Commission (TSC) has rejected claims by National Assembly Speaker Moses Wetang’ula that President William Ruto issues employment letters to Members of Parliament for teacher recruitment.
In a circular dated August 27, 2026, the Commission described the claims as “not true and misleading” and reaffirmed that the recruitment and employment of registered teachers is its constitutional responsibility.
The circular, signed by Acting Commission Secretary and Chief Executive Officer MSE J. Mitel, MBS, was addressed to all regional and county directors as well as teachers.
TSC cited Article 237(2)(b) of the Constitution, which gives the Commission the mandate to recruit and employ registered teachers.

The Commission also referred to Regulations 55 and 56 of the TSC Code of Regulations for Teachers, 2015, which provide the framework for teacher recruitment and the issuance of employment offers.
TSC maintained that neither the President nor Members of Parliament have the authority to issue TSC employment letters.
According to the Commission, all employment offers must be issued through its established recruitment procedures and guidelines.
The clarification comes amid renewed political discussion over the role of elected leaders in teacher recruitment, with TSC seeking to distinguish its constitutional mandate from political offices.
The Commission further reaffirmed its commitment to transparency, fairness and integrity in the recruitment and deployment of teachers across the country.
