The Public Service Commission (PSC) has announced openings for Principal Secretary (PS) positions, marking a significant shift in the upper echelons of government leadership.
PSC Chairperson Anthony Muchiri indicated that the move comes after strategic realignments within senior ranks of the Executive.
This development has fueled speculation that President William Ruto is gearing up for a cabinet reshuffle aimed at aligning his administration with emerging political dynamics.
“The names of all applicants and those shortlisted will be published in the print media after the closure of the advert,” PSC said.’
Reports suggest the reorganization may accommodate demands from key political players, including ODM, which reportedly played a pivotal role in the recent impeachment of former Deputy President Rigathi Gachagua.
Observers note that the Orange party, wielding considerable influence in Parliament, was instrumental in securing the votes needed for Gachagua’s ouster.
As such, insiders hint that up to 15 current PSs may be replaced, opening doors for new appointments, potentially including figures allied with former opposition leader Raila Odinga.

The PSC has set a December 4, 2024, deadline for applications, with shortlisted candidates undergoing interviews before their names are forwarded to President Ruto for nomination. Parliament will then vet the nominees.
Duties and Qualifications for Principal Secretary
The Principal Secretary role entails serving as the accounting officer for a State Department, implementing government policies, managing resources, and ensuring intergovernmental program success.
Applicants must have at least a bachelor’s degree, 10 years of professional experience, with at least five in leadership roles.
Candidates must also demonstrate a strong grasp of governance, national policies, and leadership principles while meeting Chapter Six requirements on integrity. Additional qualifications include strategic management skills and financial acumen.

Applicants are required to submit a detailed CV, copies of academic credentials, identification documents, and testimonials.
Online applications can be sent to principalsecretary2024@publicservice.go.ke, while manual submissions are to be hand-delivered to the PSC offices on Harambee Avenue, Nairobi.
All applicants and shortlisted candidates will have their names published in print media.
Shortlisted individuals will need clearances from KRA, HELB, EACC, the Directorate of Criminal Investigation, and a registered Credit Reference Bureau.
