President William Ruto has signed three important Bills into law at State House, Nairobi, aimed at strengthening Kenya’s coffee sector, railway infrastructure, and meteorological services. The legislation includes the Miscellaneous Fees and Levies (Amendment) Act, 2026, the Coffee Act, 2023 (Mediated Version), and the Meteorology Act, 2023.
The new Coffee Act is designed to promote and regulate the coffee industry by establishing the Coffee Board of Kenya, tasked with overseeing development, marketing, and regulation of the sector. The law also creates the Coffee Research and Training Institute to enhance innovation, skills development, and research in coffee production and processing.
The Miscellaneous Fees and Levies (Amendment) Act, 2026, expands the Railway Development Levy beyond the Standard Gauge Railway to fund broader railway infrastructure projects. It also establishes the Railway Development Fund Board, responsible for managing the levy and ensuring proper financing and administration. Meanwhile, the Meteorology Act, 2023, introduces a legal framework to regulate meteorological services and coordinate their delivery across the country, supporting improved weather forecasting and climate monitoring.
