The Parliamentary Committee on Communication, Information, and Innovation has expressed strong support for the Postal Corporation of Kenya’s (PCK) transformation strategy, aimed at turning around the struggling state-owned enterprise.

Speaking at Parliament Buildings, Committee Chair Hon. John Kiarie urged Postmaster General John Tonui to maintain close engagement with the Committee to “awaken the sleeping giant.”

The Committee reviewed a Cabinet memorandum on the Postal Corporation of Kenya Transformation Strategy, jointly developed by the National Treasury, the Ministry of ICT and the Digital Economy, the Ministry of Lands, and the Office of the Attorney General.

Postmaster General Tonui said the strategy seeks to reposition PCK as a modern, financially sustainable logistics, e-commerce, and digital financial services hub while maintaining its universal service obligations.

He outlined a shift from traditional mail services to hybrid logistics and payment solutions supporting both government and private-sector operations.

MPs were briefed on PCK’s liabilities totaling KSh 7.2 billion, including salary arrears, unremitted pensions, and supplier debts. While members noted that the plan rests on sound foundations, they emphasized disciplined execution, accountability, and strong governance.

Lawmakers proposed several practical measures, including restoring Posta as a payment channel for national programmes like Inua Jamii, integrating PostaPay with school capitation payments, and using Posta’s nationwide network for bursary disbursements.

The Committee also recommended an independent forensic audit, prioritization of pensions and statutory dues, and partnerships with private firms to enhance last-mile logistics and e-commerce operations.

“We want Posta to succeed, but success must be measurable, timely, and accountable,” Hon. Kiarie said, urging the corporation to focus on quick financial wins while investing in technology and long-term growth.
