Prime Cabinet Secretary Musalia Mudavadi has urged county governments to strengthen data systems and safeguard investments as part of efforts to maximize the gains of devolution.

Speaking at the 2025 Devolution Conference, themed “For the People, For Prosperity: Devolution as a Catalyst for Equity, Inclusion and Social Justice”, Mudavadi reminded leaders that Article 174 of the Constitution anchors devolution as a pillar for fostering national unity, protecting citizens’ interests, and promoting equitable development across the country.

He stressed that sound policy-making must be grounded in accurate and reliable data, calling on counties to enhance their statistical departments to produce timely, credible, and clean information.

“Such data is not just a technical requirement—it is the foundation for evidence-based decision-making and for addressing the real challenges facing our counties,” he said.

Mudavadi also emphasised the importance of healthy competition for Foreign Direct Investment (FDI) to drive growth, create jobs, and boost revenue. However, he cautioned that these benefits can only be realised if investors—both foreign and local—are treated with fairness and respect.

“Any harm or hostility towards investors undermines our economic prospects and carries serious national consequences,” he warned, urging leaders and communities to cultivate a culture that welcomes and safeguards investments.

The Prime Cabinet Secretary noted that a thriving investment climate benefits the entire country and that local actions have far-reaching national impact.
