Kenyas digital transformation public services is dramatically changing the way the government operates, making it more efficient and transparent and easing access to government records. More than 20, 000 services are now available on e-Citizen.

Through the collaborations like the Huduma Programme and the GoK (Government of Kenya) Digital Superhighway, citizens are able to obtain services to which they are entitled easily. These can be applications for national ID cards and passports or business licenses, permits, and tax payments. The initiative has eliminated a lot of the paperwork, long queues, travel costs, and waiting that were part and parcel of dealings with government offices in the past.

The Ministry of public service says that the digitisation drive has resulted in annual cost savings of billions of shillings. The savings come from factors such as increased automation, better revenue collection, and the prevention of leakages that are usually associated with manual processes. Services that involve days or even weeks of waiting and several trips to government offices can now be done online in a matter of minutes.

The project which is currently 89 per cent complete is also one of the reasons why corruption and bribery have been reduced. The use of cashless payments and the existence of clear digital workflows have greatly minimized the possibilities of rent seeking. This has not only saved citizens billions of shillings every year but also has helped in regaining their trust in public service delivery.

Access to real, time digital records is no longer just about citizen convenience, as it also has led to strengthen data, driven governance. According to government agencies, the revenue collection from taxes, licenses, and fees has increased by more than 30 per cent, which is a result of accurate records and easy payment systems. Besides that, the data being produced is also allowing for better planning, monitoring, and policy formulation.

One-stop Huduma Centres still play a role in complementing online platforms by offering support to citizens who need assisted digital services, thereby ensuring that no one is left behind as the country moves towards a fully digital public service ecosystem.

The main aim of the digitalization project is to facilitate the prompt retrieval and security of public service records, which is a very important step in the modernization of Kenya’s public administration.

Despite the existence of some challenges such as lack of digital skills and inadequate infrastructure, nevertheless, the level of progress achieved puts Kenya amongst the front, runners in the region as far as e, government transformation is concerned.

When the country fully adopts it, digitalization of government services will also serve as one of the key drivers to increasing service delivery, raising economic productivity, and strengthening public institutions’ accountability.
