Health Cabinet Secretary Hon. Aden Duale today appeared before the Senate Committee on Delegated Legislation, chaired by Tharaka Nithi Senator Hon. Mwenda Gataya, to present the proposed regulations for the Digital Health Act. The briefing, held at Bunge Towers, focused on developing a modern, integrated digital healthcare system while ensuring strict data protection measures.

The proposed regulations are structured around two key components:

Data exchange mechanisms to facilitate secure sharing of patient information.

Health information management procedures to streamline digital health services and improve coordination across healthcare facilities.

CS Duale emphasized that the regulations would enhance healthcare delivery by leveraging technology, supporting the rollout of the Social Health Insurance Fund (SHIF), and eliminating unqualified practitioners from the sector. He reassured the committee of the government’s commitment to transforming Kenya’s healthcare system through digital innovations.

“Our goal is to create an efficient, technology-driven health sector that protects patient data while improving service delivery,” Duale stated, urging Ministry staff to align with the government’s vision for a modernized healthcare system.

The Senate Committee is expected to review the regulations before final approval, paving the way for full implementation of Kenya’s digital health framework.
