The Ethics and Anti-Corruption Commission (EACC) has seized critical evidence in its ongoing investigation into the alleged embezzlement of Sh2 billion at the National Youth Service (NYS) Paramilitary College in Gilgil.
In a statement released Wednesday, the anti-graft agency confirmed that it had conducted coordinated raids on the homes and offices of key suspects linked to the scandal, including senior NYS officials, their spouses, and close associates.
“Today’s operations have yielded valuable evidentiary material that will support the ongoing investigations,” said the EACC. “Upon completion of the inquiry, the outcome will inform appropriate action, including prosecution of any culpable persons and/or recovery of unexplained wealth or proceeds of corruption.”

The suspects include Nicholas Makokha, the NYS Deputy Commandant General in charge of Operations and Logistics, David Muthee Mbogo, the Head of Supply Chain Management at the Gilgil Paramilitary Academy, and Joseph Maina Kagiri, the Accountant at the institution.
Mbogo’s two wives, Felista Wanjiru Wandugi and Winfred Cherotich Towett, as well as his brother, Elias Muthee—a Director at Marvel Hotel—are also implicated. The probe has further roped in his friends and proxies, Naftali Kaberu, his wife Florence Muthoni Karanja, among others.
The EACC suspects that the accused used their positions of influence to orchestrate procurement fraud, authorizing fictitious contracts and channeling public funds to companies linked to themselves, relatives, and allies. Investigators are probing allegations of conflict of interest, abuse of office, and unlawful enrichment spanning five financial years from 2019/2020 to 2024/2025.
After the raids, the suspects were escorted to EACC headquarters at the Integrity Centre in Nairobi for formal statement recording.
