Roads and Transport Cabinet Secretary Davis Chirchir has announced plans to strengthen road safety measures following a fatal road accident at Kanga, near Mtito Andei, that claimed 22 lives and left several others injured.
In a statement issued on Sunday, October 25, 2026, Chirchir said the government would intensify traffic enforcement, improve dangerous road sections and strengthen training and oversight of public service vehicle and commercial drivers.
The accident occurred at approximately 7:45 a.m. along the Nairobi-Mombasa Highway, about 10 kilometres east of Mtito Andei. It involved a passenger bus belonging to Power of the Word Church International, Mombasa, and a commercial cement tipper truck.
Preliminary reports indicate that improper overtaking may have contributed to the head-on collision, although investigations are ongoing to establish the exact cause.
The injured victims are receiving treatment at Mtito Andei Sub-County Hospital and Kambu Level 4 Hospital.
Chirchir expressed condolences to the bereaved families and the affected church community, while commending emergency responders, medical personnel and security officers involved in rescue and evacuation operations.
He described the repeated road tragedies as unacceptable, noting that the Kanga accident came less than a month after another crash at Salama, Mtito Andei, on October 3, which claimed 17 lives.
The Cabinet Secretary said the ministry would work with government agencies, Parliament, the Judiciary, county governments and other stakeholders to strengthen road safety interventions and ensure accountability.
The proposed measuresinclude strengthening the management of accident black spots through targeted infrastructure improvements, intensifying enforcement against speeding and reckless overtaking, and introducing stronger driver training and compliance requirements.
The ministry also plans to engage Parliament, the Senate and the Judiciary on implementation challenges affecting the Commercial Vehicle Regulations 2026, Vehicle Inspection Regulations 2026 and School Transport Regulations 2026.
According to Chirchir, the regulatory frameworks are intended to improve vehicle roadworthiness, driver accountability, fatigue management and the safe operation of commercial and public service vehicles.
He emphasised the need for coordinated national action involving road agencies, law enforcement officers, the health sector and county governments to reduce road fatalities and strengthen accountability.
