PS Interior Raymond Omollo

Interior Principal Secretary Dr. Raymond Omollo has called for a deeper cooperation between the National Government and county administrations, for effective service delivery depending on seamless coordination across all levels of governance.

Speaking in a meeting with National Government Administrative Officers (NGAO) in Nairobi County, Dr. Omollo said,  NGAO plays a critical role in connecting with national policies , local implementation and  urging officers to strengthen ties with county officials to ensure citizens benefit from both devolved and national initiatives.

NGAO maintains law and order, implement development projects and supporting government programs. He reminded them their mandate extends beyond enforcement, including community engagement, conflict resolution and policy communication.  

Dr. Omollo noted, Kenya’s governance framework requires collaboration rather than competition between two levels of government. “Our citizens do not differentiate between national and county functions when seeking services. They expect efficiency, accountability and results. That’s why collaboration is essential,” he said.

In the meeting, he addressed challenges faced in Nairobi, including rapid urbanization, insecurity and service delivery gaps, Dr. Omollo urging NGAO to work closely with county administrators to harmonize strategies, particularly in urban planning, public health and youth empowerment.

He emphasized the interior ministry is willingly to support officers with training, resources and policy guidance to enhance their effectiveness.

The national government will strengthen devolution by ensuring national priorities are not undermined, calling for collaboration as tension between county and national authorities have slowed down service delivery.
