Mining Cabinet Secretary Hassan Joho has appeared before the National Assembly Committee on Delegated Legislation to present the Mining (Mineral Royalty Sharing) Regulations, 2026 for publication scrutiny.
The regulations, which were gazetted on 29th January as Legal Notice No. 3, are anchored in Section 223(1) of the Mining Act 2016 and operationalize Section 183(5) on the sharing of mineral royalties.
Under the framework, 70% of mineral royalties are allocated to the National Government Consolidated Fund, 20% to county governments, and 10% is held in trust for communities affected by mining activities.
“I appeared before the National Assembly Committee on Delegated Legislation to present, for publication scrutiny, the Mining (Mineral Royalty Sharing) Regulations, 2026 that were gazetted on 29th January as Legal Notice No. 3,”he said.
Joho says the regulations introduce a clear, predictable, and accountable system for the collection, allocation, and utilization of mineral royalties, aimed at ensuring communities directly benefit from resources within their regions.
He notes that the policy marks a major step toward strengthening transparency and fairness in the mining sector while enhancing local participation in resource governance.
The CS was accompanied by senior officials from the State Department for Mining, led by Principal Secretary Harry Kimtai.
