President William Ruto has signed four Bills into law, introducing new legal frameworks covering public finance, air travel, population planning and trust administration.
Ruto assented to the Bills at State House, Nairobi, on Tuesday, September 8, completing the legislative process and paving the way for their implementation.
The four laws are the National Council for Population and Development Bill, Air Passenger Service Charge Amendment Bill, Public Finance Management Amendment Bill 2025 and Trust Administration Bill.
The Public Finance Management Amendment Bill changes the framework governing how national and county governments manage public resources.
The amendments are aimed at strengthening public financial management, accountability and oversight in the use of government funds.
The law comes at a time when the government is under pressure to improve spending controls and ensure public resources are used efficiently.
Ruto also signed the Air Passenger Service Charge Amendment Bill, which updates the legal framework governing charges paid by air passengers.
The National Assembly said the legislation seeks to provide for a more targeted use of revenue collected from air passengers to support Kenya’s aviation sector and tourism industry.
The National Council for Population and Development Bill gives the council a statutory foundation and strengthens its role in coordinating population policies and programmes.
The council will also advise on population growth, demographic trends and their impact on national development planning.
The fourth law, the Trust Administration Bill, establishes a clearer legal framework for the administration and management of trusts.
It is expected to provide clearer rules for trustees and beneficiaries, particularly in the management of assets and estate planning.
The four laws will now be implemented by the relevant government agencies and institutions, subject to their respective commencement provisions.
