President William Ruto has announced the formation of a Multi-Agency Team on the War Against Corruption (MAT), bringing together key state institutions in a bid to strengthen the fight against graft.
The new unit, created under Executive Order No. 1 of 2025, will operate under the State Department for Justice, Human Rights, and Constitutional Affairs. It will coordinate efforts among agencies tasked with investigating, prosecuting, and recovering assets linked to corruption and economic crimes.
The team will be chaired by the Executive Office of the President, with the Office of the Attorney General serving as its secretariat.
Other members include the National Intelligence Service (NIS), Ethics and Anti-Corruption Commission (EACC), Directorate of Criminal Investigations (DCI), Office of the Director of Public Prosecutions (ODPP), Financial Reporting Centre (FRC), Asset Recovery Agency (ARA), Kenya Revenue Authority (KRA), Central Bank of Kenya (CBK), and the Public Procurement Regulatory Authority (PPRA).
A Multi-Agency Team on War Against Corruption (MAT) is hereby established with the strategic objective of creating synergy and inter-agency cooperation in the fight against corruption, economic crimes, and related offenses.
The proclamation comes after the enactment of the Conflict of Interest Act, 2025, and amendments to the Proceeds of Crime and Anti-Money Laundering Act, which the government says have bolstered Kenya’s anti-graft framework.
According to the order, the MAT will be tasked with enhancing coordination between agencies, engaging the private sector in anti-graft initiatives, sharing intelligence and best practices, and pursuing recovery of proceeds of crime. The team will also work with international partners on cross-border economic crimes.
Funding for the unit will come from the budgets of its member agencies, with provisions for additional support where necessary.
Kenya has previously deployed ad hoc multi-agency operations in corruption cases, but this is the first time such a structure is being formalized through a presidential proclamation.
