Principal Secretary for Medical Services, Dr. Ouma Oluga, has emphasized the pivotal role of Health Products and Technologies (HPTs) in sustaining Kenya’s healthcare system, especially in the nation’s pursuit of Universal Health Coverage (UHC).

Speaking during a high-level strategic meeting with the Directorate of Health Products and Technologies, Dr. Oluga called for strengthened leadership, sector-wide accountability, and improved alignment to ensure uninterrupted access to quality health commodities.

He pointed to lessons learned from managing cancer care and the COVID-19 pandemic, citing them as key indicators of the need for resilient, safe, and sustainable HPT systems.

“Our experience with cancer and COVID-19 has shown us the urgency of ensuring HPT sustainability,” Dr. Oluga said. “We must end stockouts, eliminate substandard products, and foster trust in our health supply systems.”

He challenged the Directorate to lead with innovation, discipline, and fiscal responsibility, underscoring that impactful service delivery hinges on efficient resource use. “To whom much is given, much is expected,” he added.

Dr. Oluga praised recent milestones, including the rollout of national oxygen delivery guidelines and the updated Essential Medicines List.

He also revealed that the Ministry is finalizing several policy instruments aimed at transforming the sector, including the Local Manufacturing Strategy, National Supply Chain Strategy, Donations Strategy, and a comprehensive Pharmacy Benefits Package.

In addition, he highlighted the Ministry’s commitment to advancing research in HPTs and developing a policy and bill to formally incorporate Traditional and Alternative Medicine into the healthcare system.

The meeting was attended by Director General for Health Dr. Patrick Amoth, Head of the Directorate of Health Products and Technologies Dr. Tom Menge, and other senior Ministry officials, all of whom reaffirmed their dedication to strengthening Kenya’s healthcare delivery through innovation and policy reform.
