President William Ruto has signed into law the Persons with Disabilities Bill, a landmark piece of legislation aimed at promoting the rights, dignity, and full inclusion of persons with disabilities in Kenya.

The new law guarantees persons with disabilities the right to access quality education, healthcare, employment opportunities, political participation, and unrestricted access to buildings and public spaces.

In a statement from State House, President Ruto reaffirmed his administration’s commitment to protecting and empowering persons with disabilities, emphasizing that the government will work to ensure their equal participation in national development.“This progressive law reflects our resolve to uphold the dignity, rights, and inclusion of all Kenyans, especially those living with disabilities,” said the Head of State.

The legislation is expected to usher in wide-ranging reforms to eliminate discrimination, improve access to essential services, and provide an enabling environment for persons with disabilities to thrive.

In addition, President Ruto also assented to the County Governments’ Additional Allocation Bill, 2025. The Bill provides for increased funding to county governments, reinforcing the government’s commitment to equitable resource distribution and enhanced service delivery through devolution.“The additional allocations will enable counties to meet the needs of citizens more effectively and promote inclusive development at the grassroots level,” President Ruto noted.

The passage of the two Bills marks a significant milestone in advancing social justice, inclusivity, and strengthening Kenya’s devolved governance system.
