The Equalisation Fund Appropriation Bill, 2025 has been introduced in the National Assembly, paving the way for the release of funds to support critical development projects in marginalised areas across the country.
The proposed legislation seeks to authorise the withdrawal and application of funds from the Equalisation Fund for the 2025/2026 financial year.
The Fund, established under Article 204(1) of the Constitution, is aimed at accelerating the provision of basic services — including water, roads, electricity, and health facilities — in historically underdeveloped regions.
According to the Bill, the money will be allocated to counties identified as hosting marginalised communities, with the objective of bridging service delivery gaps and achieving equitable development across Kenya.
The legislation outlines a framework for disbursing the funds, including a detailed schedule of allocations to eligible counties.
If passed, the Bill will provide legal backing for implementing projects meant to raise the quality of life in disadvantaged regions to standards comparable to the rest of the country.
Lawmakers are expected to debate the Bill in the coming weeks as part of the ongoing deliberations on the 2025/26 budget cycle.
