Oparanya Leads Fresh Round of State Appointments Across Five Ministries

In the latest round of state appointments a total of 25 persons have been appointed to various public positions in five important ministries, with the majority of the changes found in the Ministry of Cooperatives and MSMEs.

Leading the list was Cabinet Secretary Wycliffe Oparanya, who announced 15 new appointments to national and county steering committees tasked with the revival of Kenya’s coffee sector through cooperatives.

In a gazette notice dated October 31, 2025, Oparanya announced that the committees would serve for two years and support the government’s drive to revive the once-lucrative coffee industry.

“It is notified for the general information of the public that the Cabinet Secretary for Co-operatives and Micro, Small and Medium Enterprises (MSMEs) has constituted a National Steering Committee and County Steering Committee on the revival of coffee through co-operatives for a period of two (2) years,” read the notice.

The National Steering Committee will be headed by former Embu Senator Njeru Ndwiga, who will be deputized by Daniel Chemno and James Wachihi Muturi as first and second vice chairpersons.

Other members are Timothy Mirugi, Laura Wanjiru, Charles Rintaugu, Kennedy Kilwake, Okioma Mwancha, Caroline Cherotich, David Obonyo, Henry Kinyua, Elijah Gichuru (Dr), Felix Mutwiri, Felix Miano, and Richard Kiprono Magut.

At the county level, the County Commissioner will co-chair the respective committees alongside the County Executive Committee (CEC) Member for Agriculture or Cooperatives while the KPCU Representative will act as secretary.

Members will include the Chief Officers for County Agriculture and Cooperatives, the Coffee Co-operative Society/Union Representative, and the County Director of Cooperatives.

Oparanya said the move is part of a broader strategy to breathe life back into the coffee sector, which supports thousands of smallholder farmers across Kenya.

In other ministries, Health Cabinet Secretary Aden Duale made six appointments to the Nursing Council of Kenya, and they are set to serve for three years. The appointees are Collins Otieno Ajwang, Salome Nasimiyu Situma, Dr. Teckla Ngotie, Gilbert Sigei, Prof. Juliana Misore, and Sarah Marrey Burje.

Energy CS Opiyo Wandayi also named Lilian Bokeeye Mahiri-Zaja and Henry Gathara Karinga to the Board of Directors of the Kenya Petroleum Refineries Limited (KPRL).

At the National Treasury, CS John Mbadi appointed Felix Useru Nyauchi to the Insurance Tribunal, revoking the earlier appointment of Sammy Cheepkwony, who currently chairs the Salaries and Remuneration Commission.

CS Lee Kinyanjui appointed Gor Anthony Ochieng a member of the Kenya Consumer Protection Advisory Committee in the Ministry of Trade.

The newly appointed members are expected to play a key role in strengthening performance and enhancing governance at respective institutions as government continues with the restructuring and reforms of key sectors of the economy.
