The Office of the Director of Public Prosecutions (ODPP) has launched a significant prison decongestion initiative at the Nairobi Remand and Allocation Maximum Security Prison (Industrial Area), in collaboration with other stakeholders in the criminal justice system.
Dorcas Rugut, the acting regional head for Nairobi Region, hailed the initiative as a crucial step towards managing prison populations more effectively.
“This initiative is essential to ensure that our prison facilities operate within their recommended capacities,” Rugut stated.
As part of the decongestion efforts, the ODPP has introduced several policies aimed at reducing prison overcrowding. These include plea bargaining agreements and diversion policies designed to expedite trials and reduce unnecessary delays.

Rugut encouraged those currently on remand to make full use of these policies and to avoid delays, especially when witnesses are available.
The initiative will be rolled out in two phases. The first phase involves reviewing the bond and bail terms of individuals currently on remand, while the second phase will focus on re-evaluating sentences imposed by High Court judges.
The Industrial Area Prison, operational since 1911, has a designed capacity of 2,500 but is currently operating at 200% of its capacity, highlighting the urgent need for such measures.
During the launch event, a court session was held within the prison precincts, where the presiding magistrate reviewed three bail and bond terms, resulting in the release of individuals on free bond.
The decongestion initiative is set to be extended nationwide, aiming to address prison overcrowding and improve conditions across the country.
