The Independent Policing Oversight Authority (IPOA) has launched an investigation into the death of Simon Warui, who died while in police custody at the Central Police Station in Mvita, Mombasa.
In a statement, IPOA confirmed that a post-mortem examination had been conducted, revealing that Warui died from cardiorespiratory collapse due to a fractured and dislocated neck. The injuries, according to the report, were consistent with a fall from a height.
“The Independent Policing Oversight Authority wishes to inform the public that it has initiated a comprehensive investigation into the circumstances surrounding the death of Mr. Simon Warui, which occurred on Wednesday, 17th September 2025, at the Central Police Station, Mvita Sub-County, Mombasa County,” the statement read.
IPOA further noted that its investigation team has begun gathering evidence, interviewing witnesses, and reviewing police procedures surrounding the incident.
Warui’s death has sparked public concern, especially as it comes just weeks after another controversial case involving the unexplained death of Albert Ojwang in a separate police station.
Warui was reported missing in Nairobi earlier in September, and a disappearance report was filed at Kamukunji Police Station. Three days later, his wife was contacted by a church security guard in Mombasa, who informed her that Warui was being held at Central Police Station.
When his relatives traveled to Mombasa, they claimed they were denied access to him.
According to his cousin, police eventually led them to a washroom in the station, where they were informed that Warui had been found dead, with blood reportedly oozing from his nose.
The post-mortem further indicated signs of visible injuries to his neck and hand, along with evidence of oxygen deprivation.
IPOA Chairperson Ahmed Issack Hassan appealed for calm and assured the public that the authority is committed to ensuring the safety and protection of all individuals in police custody. He also extended condolences to Warui’s family.
“We remain committed to upholding the rule of law and ensuring accountability within the police service,” he stated.
