The Independent Electoral and Boundaries Commission (IEBC) has appointed Ruth Kulundu as its acting Chief Executive Officer and Commission Secretary following the expiry of Moses Sunkuli’s six-month tenure.
In an internal memo, IEBC Chairperson Erastus Ethekon said Kulundu officially assumed office on Wednesday, August 5. She will serve in the acting role for two months or until the Commission appoints a substantive CEO.
Announcing the appointment, Ethekon called on all staff to support Kulundu during the transition.
“The Commission requests all staff members to extend their full cooperation and support to Ms Kulundu to ensure our operations continue to run smoothly and efficiently,” he said.

Kulundu takes over at a crucial time as the electoral commission prepares for the 2027 General Election while continuing the recruitment process for a substantive Chief Executive Officer.
She holds a Bachelor of Commerce degree and a Master of Business Administration in Strategic Management from the University of Nairobi.
Ethekon also thanked Sunkuli for serving as acting CEO over the past six months, acknowledging his role in steering the Commission during the transition period.
The appointment comes just a week after the IEBC formally declared the CEO position vacant following the resignation of former Commission Secretary and CEO Marjan Hussein Marjan in February. The Commission has since advertised the position, with the successful candidate set to serve on a four-year contract, renewable once subject to satisfactory performance.
